AI regulation in Cayman Islands: laws & policy (2026)

AI in Cayman Islands: proposed.

As of 2026, the Cayman Islands has no standalone AI statute. Premier and Minister for Financial Services André Ebanks has publicly committed to bringing forward a draft AI legislative framework by Q2 2027, with a taskforce delivering recommendations on whether to enact a standalone law or amend existing legislation. In the interim, AI is governed by the general-purpose Data Protection Act (particularly section 12 on automated decisions), CIMA's technology-neutral risk/governance expectations for regulated financial firms, and a newly issued internal AI policy applicable across the civil service.

Legal framework

No dedicated AI law is in force. AI-relevant obligations currently sit under the Data Protection Act (2021 Revision) — enforced by the Office of the Ombudsman — supplemented by an internal Civil Service AI Policy (v1.0, 2026). A dedicated legislative framework is being prepared for Q2 2027 by the National Digital Transformation Strategy Taskforce under the Premier's Office.

Key points: artificial intelligence in Cayman Islands

  1. Dedicated AI law targeted for 2027

In answer to Parliamentary Question No. 83 (6 March 2026) and subsequent statements, the government confirmed it is aiming to introduce a draft AI legislative framework by the second quarter of 2027, informed by the National Digital Transformation Strategy Taskforce's recommendations.

  2. National Digital Transformation Strategy Taskforce

Launched in October 2025 under the Premier's Office and the Ministry of Social Development and Innovation, the Taskforce is charged with delivering AI regulatory recommendations across three pillars: digital assets/economic growth, digital trust, and responsible AI adoption. It ran a public consultation in May 2026 to feed a national AI policy.

  3. Data Protection Act as the main in-force AI-relevant law

The Data Protection Act (2021 Revision), enforced by the Office of the Ombudsman, contains section 12 rights against solely-automated decisions with significant effects, plus obligations on transparency, fairness and lawful processing that bind AI systems processing personal data. The Ombudsman's 2023 Guide for Data Controllers sets expectations for disclosing AI use to data subjects.

  4. Civil Service AI Policy (v1.0, 2026)

A government-internal AI policy — mandatory across the entire Civil Service — was finalised for sign-off with the Office of the Deputy Governor in early 2026. It requires formal review before any AI tool adoption, and prohibits unauthorised deployment, misuse of sensitive data, and high-risk applications without approval. It does not apply to the private sector.

  5. No AI-specific financial-services rules from CIMA

The Cayman Islands Monetary Authority has not issued AI-specific guidance or a framework. Regulated firms deploying AI must comply with existing technology-neutral requirements on operational resilience, outsourcing, cybersecurity, model risk, and AML/CFT obligations.

  6. Open questions: standalone law vs. amendments

The government has explicitly stated it has not yet decided whether Cayman will adopt a standalone AI act or amend existing statutes (e.g., the Data Protection Act or sector-specific laws). This decision will follow the Taskforce's recommendations and the ongoing public consultation.
